What is the proper etiquette for declining PRs on open source projects you own?

It's my first time maintaining an open source project, and I've been sent a ton of pull requests, issues, and feature requests. How do you maintain all of them? And, more importantly, how do you say no? There are some PRs that I've gotten that are great, and some that are good but I just don't like what they do with the app, and I'm not sure what the etiquette is there.
