I'm not sure if this is the right place to ask questions, but I've been deciding to make a portfolio website from scratch, using Html/CSS/JavaScript/NodeJS and etc. I wanted to buy a domain and host it on Heroku and post it on the internet. but when i was developing i noticed that my website required user registration and authentication. then i was wondering is that legal? to collect user information online to register? then i was wondering about other legal rules and laws that might prevent me from hosting a website online.

how to make it legal and how much does it cost to make a website legal? is there some authentication process, i know i need https certificate but that is just with a click of button? and what if i make a donation tab? how do i ensure users that collection their credit card or PayPal information is secured?

I am using mongodb as data collection. then i realized that I'm using hash code to prevent me from seeing user information but how do i make this process is legal? and how to ensure uses they are safe?

so my question is, how do i make a website legal to host my portfolio website and collecting information?
